This was my first thought when I read the post.
It doesn't even have to be a navigable waterway. Any Corps of Engineer lake has regs about not shooting at water.
Before anyone else can say it, you shoulda gave him one to the hip!

Some friends went striper fishing in Arkansas a few weeks ago and while they were fishing they saw a boat with two guys in it. The guys would pull up in a cove that had ducks on it and when the ducks would fly off they would jump up on the front deck and start shooting. The striper guide they had said it was legal in Arkansas as long as the boat was turned off. I have never heard anything like that before.
Its legal to shoot a shotgun in Ok at ducks on Corps of Engineer lakes from a boat as long as ALL forward motion provided by the motor, sail, oars etc has ceased.
I don't know about Arkansas laws, but its much different than shooting a centerfire across water.... any water.
I understand about the centerfire but I always thought it was illegal to shoot any gun on a lake. I would wind up in the lake if I tried that. Thanks for the info.
