I've heard similar stories; cities make big bucks from getting funding for homeless, sometimes even building shelters or homes for them that they know won't help, they just want the bucks.

This in many ways is tied together. Once a person is a politician, corporate officer, or billionaire the goal is to stay there by screwing others over.

Yep. That's how they got that position to begin with.
It's all they know.
