I made one about 15 years ago, using a 6v wall wart I had laying around, alligator clips, Stainless TIG welding rod, Conical neoprene plugs and the Outers solution. Worked well to remove guilding metal fouling from two poorly maintained rifles I bought. Kind of a PITA to set up and works slow, but it definitely cleans barrels.
