The power to impeach is intact, but it's intentionally difficult to impeach and convict. If it weren't, we'd have had more than two Presidents impeached (and certainly more who were not acquitted).

I impeachment is only possible with a republican president, if at all. Obama should have been impeached already a couple times over.
