Options for keeping neighbor dogs from digging under the fence?

I had a 4' chain link one time- it was in good condition, but my ***** pointer came in heat and before I knew it every male dog in town was coming around. My brother-in-law said I got just the thing. He told me to pick up a roll of wire long enough to go around the yard and some wood stakes. He brought over an old transformer out of a neon sign he salvaged. I staked that wire around the yard, and we hooked each end to that transformer. It was frying everything. He said don't worry its only about 1 amp. I say o - ok. Later I decide to look at the tag on that thing- output was 1 amp but 10000 volts. One day I could hear a dog squealing and went running out there- a little Scottie has got on it and was just paralyzed on the wire. I jerked the plug out and he started jumping about 5' in the air trying to get out of there.

I had the same problem with my Lab, a large German Shepherd got into thew yard and was after my Lab so I went out int he yard with a baseball bat. The Shepherd growled and looked mean at me so I went back in the house and I had twelve pups later.

I use Electric Hot Fence, Cost is a little rough on the start, and it is a pain to weed eat. But it is a sure fire way to deter dogs. If your dogs are not regular diggers you can put it on the outside, or if need be the inside, or both. Once the dogs are trained they will not bother the fence line even if the charger is off.
I have an interior hot fence myself for the same reason you mention.

Some times I wish I had a trained set of Kerr Dogs to turn loose for retaliation.

I do not mind an occasional pup that escapes, no problem, but the People who allow there dogs to become a regular problem, need to be drug and horse whipped with a knotted plow line.

I have noticed over the years though that some of those dogs disappeared, it is a shame because the dog receives the punishment while the guilty act like it is there privilege to let them run loose.
They only disappear when they look like they might get aggressive and hurt a kid walking or something like that.
If they have an aggressive growl, show is over.

Use a hot wire like you would for cattle or goats, etc. Run is really close to the bottom of fence just off the ground. Prior to install I'd use an herbicide and spray the ground 6-8" out from the bottom of the fence to kill everything off. Get a setup with just enough joules and any dog will learn their lesson reallly quick.

So what kind of suggestions would you make for neighbor outdoor dogs that keep digging under the fence to my yard. My dogs are small and are indoor dogs and I don't want have them get killed if I let them out to go to the bathroom. They can get under the fence where the neighbor dogs dig much easier than the large neighbor dogs. We are half burying a sheet steel on a roll, as a temporary measure. We dug a trench on our side of the fence and rolled out the steel, sitting up vertically, and burying the bottom half. I know this stuff will eventually rust out, but I consider it to not be a permanent solution. This neighbor refuses to acknowledge that his dogs are even digging the holes, despite the dirt being on his side of the yard. Everything is not his fault and is automatically ours. What would you suggest?
