Options for keeping neighbor dogs from digging under the fence?

looks good if what we bought doesn't work.
I bury a pipe a couple inches away from, and under the fence. You can use fence top rail, black pipe or PVC. Larger diameter is better, but 1-inch will usually work.
The 16' hog panels suggestion also works well. I mount them vertically with the bottom edge buried at least 6-inches. You can lay them flat, but they will need to be on the side of the fence where the dogs dig.
A second 'temporary' fence made out of 16' heavy wire Utility Panels spaced enough from the main fence to be able to mow between will prove it is the neighbor dogs doing the digging.

add a small roll of electric fence tape, strung on short little posts made of 12" sections cut from longer 48" fiberglass electric fence posts from Tractor Supply or Atwoods. Install a few inches away from the base of the fence. Once the neighbor's dogs stick their snoot under the fence they will get the message. Plus, keeps YOUR dog from fooling around near the fence.

Tractor Supply sells no dig panels of different sizes you drive into the ground to keep animals from under fences
Might be cost prohibitive nowdays, but I’ve driven 18-24 inch rebar pins along the fence line at 6-8 inch intervals.
dig out on your side,and pour in contcrete,the neighbors' dogs will stop digging when they hit your concrete..
I've seen a fence with a log wired to the bottom and buried.
Dunno how effective may be as totally different application but my mother used to put cap full of bleach in the trash bag before sealing it and putting in can for pickup.
Didn't stop the trash raiders from getting in, but once they got whiff of bag, they left it alone.
Sounds to me like your neighbor is an irresponsible, inconsiderate azzhole.
If was mentioned, I missed it but what type fence, wood privacy type, chain link, etc?
I'm sure you want to keep inexpensive as possible but I think I'd not only wanna keep their dogs out, but neighbors too. And with their attitude, this whole thing might turn into a pizzen contest.
