Options for keeping neighbor dogs from digging under the fence?

I've delivered a product from Home Depot called "Dig Defence". It looked promising.

Illegal to fire in the city limits. You can if your life is threatened, but I doubt a threat to your pet counts. I'm trying to keep this to legal options, I'll complain to the city if I have to but would like to avoid that.
