Because he wasn't a law enforcement officer with legal power of life and death over the citizens he encounters during the course of his daily duties? Because they started investigating him almost immediately? Because drug crimes and drug addiction are difficult to pin on someone? Because it has absolutely nothing to do with allegations of police brutality and killing? Because it's apples to oranges?

According to the article, he was allegedly a white man preying on black men.

....most of which is a result of LBJ's Great Society and welfare that encouraged women to get more welfare when they didn't have husbands. And that dynamic crossed all racial lines, not just blacks.
