The article I read in the paper wasn't about an auction. It was about a single, blanket purchase with credit towards M4s, shotguns and handguns for the department.
Just got me that ONLY Class III FFLs could give a bid.

Yea I read that part , my understanding was they were going to split it in lots.
Some would be sold in lots to FFL, some would be auctioned off individual.
