They are waterproof and contain no toxic chemicals. (Also safe around flammables.)
I just recently joined a SAR group and I went through my supplies. I found two lights that expired 2012 (5 year shelf life so made in 2007). The green one still worked pretty good and the red one took about 30 minutes or so to get somewhat bright.

I use them on jug lines

Also, keep the cheapens in boat, put on stumps or tree limbs. Put one on the bank to mark campsite. Amazing just far you can see them. Makes night lake travel much easier.
