He really does think he can do what ever he wants. And with how slowly the courts work with challenges to his laws/edicts, he is basically right. He can do whatever he wants and then the country must fight it to prove he cant. Next step is what we saw in Egypt - you tell the court they can't challenge you either. Then, game over.
