I get clogged holes that are very tiny in carburetors.
I have soaked some of them and they do not clean out.
I break out the soda blaster.


You can put cooking baking soda in it and it will clean very well without removing precious parts.

Torch tip cleaners work very to clean out a tiny hole also coupled with the soda.
Soda blast and you will see the place where the hole is then work it over with tip cleaners.

Dawn soap and water is all I use to clean a muzzleloader.
You could possibly heat that plug end with a hair drier and have some non drying oil hands to soak into the dried crud.
PB blaster is the devil as it will dry. Use 3-1 or wd40 or LPS 2 or Rem oil
