That's the problem with 3 round groups and shooting at 100 yards. It's about impossible to find the real center of a 3 round group, shooting at a longer distance will make differences in POI larger, but then you also contend with the wind a bit more.
I'd shoot at least 5 round groups, it will make finding the center of the group easier and a lot more reliable.
The 3 round group you posted a picture of looks MOA'ish. You might want to load up 10 of those and see if the group size holds. With mixed year LC cases and pulled bullets 1-1.5 MOA is very respectable out of a little carbine.
