Non-licensee Sale Question (civ to military member stationed in OK)

Hello,

I have a handgun for sale and military member stationed at the post where I work just called about buying it.
He is a resident of another State but is stationed here on orders. I asked him to wait while I exercise some due diligence about the legality of a direct sale from me to him.

After going to the ATF web site and reading their FAQs I believe the following:
- An OK FFL can sell to military stationed (full-time) in State
- I as a non-licensee, however, cannot sell directly to him regardless of his military status so any transaction between us would have to go through a local FFL

Does that seem correct to those who may have more knowledge or experience in selling to military residents of other states but stationed in OK?

I'm not a lawyer and am not offering legal advise. Also, a regulatory agency can make anything illegal, based on whim. In my opinion, he is an Oklahoma resident, with an Oklahoma address.
