I recently bought some Nosler 260 Brass that actually is very good stuff. Out of 100 I had one split at the shoulder when being fireformed to my stock chamber. Other than that the brass is very uniform.

I don't think is the neck. Usually all brass is made to SAMI specification. The only time you need to trim the neck is if you have a custom rifle with a tight chamber. Have you measured the Overall cartridge length?

This is a custom rifle made to tight specs. I've measured the length, the only thing that makes sense at this point is the neck.

If is custom and tight specs then is the neck. I have the same issue with my 7mag with lapua and nosler brass. When I had the riffle built I didn't ask for a tight chamber but that's what I got.
Yeah and I forgot to mention the fact that it's a custom rifle when I posted the thread. I had been talking to somebody offline about it and I didn't realize I forgot to say that in my thread until you brought it up.

But in Post #13 you mentioned it was a custom rifle.

Anytime I have an issue with a round not chambering I will get out the premanent marker and color the entire case and bullet.
Insert it and see where the problem lies.
You will see where the issue is at when you see where the marker has been rubbed off.

Most if not all good gun smiths will roll mark the neck dimension on the barrel of a rifle with a tight neck chamber, or at least they should. See picture

Your problem could be nothing more than needing to push the shoulder back a few thousands
