Euonymus infested with Scaled Insects.
It will probably have to be dug up and burned.

Spray it with whole milk.
Yea that easy.
I had scale really bad and tried all kinds of things as did the neighbor and she pulled hers.

I read about the milk and was leaving on a trip for a week and had some milk in the fridge and decided what the heck.
I did not put it in a sprayer I just got a mouth full and spit/sprayed it all over the plant.
