Kinda seems like the other two officers already on scene had things in hand and they this guys shows up and goes ballistic, from what I have read anyway

I wouldn't want to be a police office under any circumstances these days, one moment of a lapse in judgement or a problem at home that's on their mind can lead to charges. one thing that lead to this shooting is that the "victim" failed to obey an order. That to me indicates partial liability on the part of the victim whether he was mental or not-he knew when he was hungry, in pain or needed something I'm sure-especially if he responded to a relatives conversation.
