Just re texture the entire ceiling you can texture over the paint. I am assuming the texture is hand troweled? (SKIP TROWEL) I can probably talk you through it. I own remodeling business we do this often. If you need to I can text you

I have a tendency to inspect finish work while sitting in a room, shoddy work bugs me.Latex paint, because of its rubbery nature won't really sand. You're on the right track about doing what's called a skim coat. But if you want the patch to be invisible, you will have to skim coat the entire ceiling, sand, then texture and paint. If you're not good with texture, you can get some PVA primer, thicken it with mud, then roll a orange peel texture on the whole ceiling, then paint. There is a whole lot to a good drywall job. Good drywall work is a thing of art, few people can appreciate it, except a pro.
