Is it legal to have a scanner in your car?
It is not illegal to have a scanner in your car, but if you are caught breaking the law and they find it in your car, it can get you in some trouble.
Legal to have but an additional charge if used in the commission of a crime I believe.

OK would a tail light out or something like that be considered commiting a crime?
Only if you are driving a motorcycle in Stillwater and happen to flash your pistola in a school zone. If you have a scanner it becomes an automatic death penalty case
no it would not, what it mainly is, if you are pulled over for wharever, and you turn your scanner on and listen to the agency that has you pulleed over that would be a case, and if you decide to run from the police and you are listening y0ou would be hearing what they are planning to do, so that is where you will get in trouble.
