It could be that he is setting the parameters to allow exclusive places for the rich and powerful, if you are rich no problemo.

My gosh and I thought military ranges were a pain to run! There's no way to interpret these rules, in their entirety, except as another end run by Chicago.
I will be really pleased to see this one get slapped down and I would really like to see the city get slammed for continually trying to evade the clear intent of the Supreme Court's decisions.

I really think there is an overall strategy to try to wait out the current 5-4 conservative leaning majority in the hope that President Obama will get to appoint one more, before he is kicked from office, who will suddenly reinterpret the 2d Amendment in a new "progressive" and enlightened way.
