I ‘think’ this came from harbor freight. Is this a refill adapter?

That looks more like an adapter for an older style connection (grill etc) to fit a new style lpg valve.
@TerryMiller often reminds us of his days delivering propane. He maybe able to tell us exactly what you have.

That’s a small tank filler adapter. 100lbs down to 5lbs. Not the little 1lb.

I have a couple the small ones. They work good. But I ordered one above that I showed @dlbleak to have as well. I like the idea of the control valve en lieu of twisting the valve multiple times on the inverted tanks.
