Are you talking about .22 rimfire? If so the workable answer is NO, the possibility answer is YES. The main problem is the priming of the cases. The priming compound is put into the case wet, and then the case is spun at high speed to push the priming compound under the rim - which is actually a fold in the case body. While pre-primed cases may possibly be available somewhere, the next problem is the projectile. The bullet for .22 rimfires are "heeled"-type, which means the diameter of the bullet is the same as the outside of the case and the case crimp is on a reduced-diameter section of the rear of the projectile known as the "heel" of the bullet. Your next problem would be the powder as no one I know of sells this type of propellant.

A kid that posts regularly on the BP forum on TheHighRoad.org has scored some primed empties and loaded them with BP. Do a search for "busyhands" if you're interested.
