Well, I will copy and paste verbatim straight from the wildlife department website. Hunting regulations

The last paragraph will answer you question in detail. In short the answer is, it is illegal to sell or transport live feral hogs without the proper licensing.

Hog (Feral Swine)

Hog Definition

Hogs are defined as any hogs, including Russian and European wild boar, which are running at large, free-roaming or wild.

Landowner Provisions

Landowners may obtain a night-shooting permit from the local game warden to control nuisance hogs.

Landowners may obtain a free hog control permit from the local game warden for use during antelope, bear, deer and elk firearm seasons.

Releasing Hogs

No person may willfully release any hog to live in a feral state on public or private lands.

Shooting Hours

One-half hour before official sunrise to one-half hour after official sunset.

Hunter Orange

See hunter orange requirements.

Private Lands

Hogs may be taken year-round on private land during daylight hours with the landowner’s permission.

The pursuit of feral hogs with a shotgun on private property is not restricted by shot size.

* Resident & Nonresident License Requirements: No hunting license required. All persons pursuing hogs during youth deer gun, bear muzzleloader (in open counties), deer muzzleloader, deer gun, holiday antlerless deer gun (in open zones), elk gun (in open counties) and antelope gun (in open areas) seasons with a shotgun and rifled slug, or any rifle or handgun larger than .22 caliber rimfire, must possess a filled or unfilled license appropriate for the current season, unless otherwise exempt.

Public Lands

Hogs may be taken on lands owned or managed by the Department during any established hunting season(s) with methods authorized for those lands and season(s).

In addition, persons pursuing hogs must comply with all other WMA regulations. However, hogs may not be taken by the aid of a light or light enhancement device (night scope).

Resident & Nonresident License Requirements: All persons pursuing hogs with a firearm or archery equipment must possess a hunting license , unless otherwise exempt. In addition, persons pursuing hogs on WMAs open during youth deer gun, bear muzzleloader (in open counties), deer muzzleloader, deer gun, holiday antlerless deer gun (in open zones), elk gun (in open counties) and antelope gun (in open areas) seasons with a shotgun and rifled slug, or any rifle or handgun larger than .22 caliber rimfire, must possess either a filled or unfilled license appropriate for the current season, unless otherwise exempt.

Oklahoma Dept. of Agriculture, Food & Forestry Hog Rules

The Oklahoma Department of Agriculture, Food and Forestry (ODAFF) administers the licensing of feral swine transporters and hunting/handling facilities. Under no circumstances are live feral swine to be sold to non-licensed individuals or released upon non-licensed properties (with the exception of slaughter facilities). For ODAFF administrative rules regarding transporter and facility licensing, please see www.oda.state.ok.us/ais/rules-feralswine.pdf. ODAFF is creating an online directory of feral swine hunters / trappers and landowners seeking feral swine hunting / trapping assistance on their property. This directory should be available by early fall 2011. Please contact Dr. Justin Roach for more information on this directory, or if you have questions about these regulations, or if you would like a licensing application or a list of licensed transporters / facilities. Contact him at
(405) 522-8396 or [email protected].

And someone correct me if I am interpreting this incorrectly...

The legal definition of "transporting" according to Title 35:15-34-2. Definitions is "Transport" means to move more than fifteen (15) feral swine fifty (50) miles or more.

Source:
http://www.ok.gov/~okag/ais/rules-feralswine.pdf

Joe Bob sell hogs to a licensed facility under 50 miles from trap site. Legally he can load the hogs in a trailer and take them to the facility without a transport license.

35:15-34-5. Transporter license
(a) All persons that transport live feral swine in this state
shall be required to obtain a transporter license from the
Department.

Since the facility is less than 50 miles, the Transporter License does not apply since this is not considered "transporting".

Can anyone poke holes in that? That is the way I interpret it.

As far as "domesticating" a pig, according to the definitions there is no such thing...

35:15-34-2. Definitions
"Feral swine" means any hog, pig, or swine species (Sus scrofa)
including, but not limited to, Russian and European wild boar
that are running at large, free roaming, or wild upon public or
private lands in this state, and shall also include any hog, pig,
or swine species that has lived any part of its life running at
large, free roaming, or wild
. The term feral swine shall also
include any feral phenotype swine, whether or not running at
large, free roaming, or wild.

What Bassin quoted in the regs is correct, but you have to remember the hunting regs are not a full compilation of the laws. The regs do not properly define the term "transport" and if you do not look up the complete wording of the law, makes it sounds as if you cannot move them at all without a license.

Excellent Research r00s7a. I completely agree with your interpretation of the regulations and laws. However, I would still highly recommend a Transporter license
if you are moving 3+ feral hogs and more than 5 or so miles. According to your research it is unnecessary, but safe and conservative will never got you thrown behind bars.
