First, this administration couldn't care less what will be paid out with federal tax dollars. Secondly, I believe that the NSA or other agencies has provided info on potential political rivals and others who could pose a "threat" to the agenda of the administration. John Roberts of the SCOTUS voted for Obamacare and he was typically believed to be a conservative plus, Boeher hasn't pursued charges or impeachment nor will he unless it is a grave and then he will be reticent. I don't think that this will ever be proven because too many loyal progressive surround a certain person and that person is far above the fray.
