California Penal Code said:
27870. Section 27545 does not apply to the transfer of a firearm,
other than a handgun, by gift, bequest, intestate succession, or
other means from one individual to another, if both of the following
requirements are satisfied:
(a) The transfer is infrequent, as defined in Section 16730.
(b) The transfer is between members of the same immediate family.
(c) This section shall remain in effect only until January 1,
2014, and as of that date is repealed, unless a later enacted
statute, that is enacted before January 1, 2014, deletes or extends
that date.

Sorry on phone so not so easy to bring up all of the relevant sections for copy/paste, so I will provide the PC
First is CA PC 27545, requiring transfers to go through FFL
CA PC 27920, exempts via operation of law, also requires me to mail in the registration

Federal law 18USC 922(a)(5) exempts inheritance from necessity of using FFL

Interstate transfer is governed by the Feds which exempt inheritors, so does CA

As to roster, exceptions include, Private Party Transfers, and operation of law transfers
CA PC 27870, specifically exempts inheritance

The only thing CA prohibits from inheritance is assault weapons (as defined by ca) and gives 90 days from receipt to comply

That's in relation to long guns, key words after the first comma, other than a handgun, as rifles now get registered, which must be done within 30 days of receipt, not relevant here, previously rifles could simply exchange ownership in this manner with no registration.
