Not to hijack the thread but I read an article (cannot find it for the life of me) about a fellow that did something similar.Several years ago, I had a buddy that wanted to shoot rats in the barn and not blow holes in anything not a rat. Needed shotgun loads. We found some #9 shot, made a very light load with about 1/8 the pellets of a light factory load. Worked well for a single shot. This was a 12 gauge load and I'm assuming the same could be done with 20/.410?
Doesn't answer you legality questions, but might solve your "need to" Accuracy was about Minute of Milk jug from 10-15 feet, but it worked.
