The heart choil is a trademark I bet...I'm perusing the net to see if I can find it. Looks familiar.
Custom knife for the "Rainbow Navy". The Heart gives it away. You know how them Navy guys get on those long cruises. Im not judgin my Navy bretherin, just sayin is all. 
Roger Needham Hot springs AR. Guess he's retired...at least that's what I found.
He's 78 yo now and retired in Hot Springs from what I found. I've been looking at a few of his knives and I like them.
