I would like to remind everyone that Costa's beard is not "manscaped" or "metrosexual."
The beard is trimmed to minimize drag. You can't be high speed and low drag without making some sacrifices.
On the other hand, Beard Cop has gone for intimidation, camouflage, and warmth (for operating in arctic environments). I'm also pretty sure he could use his beard as a sail to propel a life raft in a tactical nautical survival operation.
