One can only hope.
After further thought, I'm not sure that I'm for Unisex restrooms. I just don't think I could take a crap with a restroom full of women. And, I damn sure don't want to be standing at the urinal with a woman taking a crap in the stall next to me.
It ain't right for a man to pass gas in front of a woman.

"Unisex" bathrooms are for one occupant only, they are around here anyways. A good example is the one in Sportsworld.

I've go no problem with a solo unisex bathroom. It's the multiple person unisex bathroom, where all this is heading, that concerns me.
In all honesty, if you ever have the opportunity to travel overseas to third world countries, and some not so third world, everybody uses the same restroom facilities. Men, Women, and whatever. In some of the "nicer" places, there will be a ceramic lined hole in the floor. Several of them in line. Plant your feet on the marked areas and take care of your business. While doing so, other people will be entering and leaving the bathroom. You may be hanging wanger while mama-san is hiking up the dress to squat over the porcelain hole three feet to your left or right. Her kid will take the place on the other side.
In the real shat hole places, they just squat on the curb and take care of business in the dirt street. The rains will wash it down to the nearest creek eventually. It stinks.
Is it the government's responsibility/job to determine who uses or cannot use a "private" restroom?
