They never have been a "power", but they do have a knack of turning utter defeat into something romantic. Dunkirk and others in their past history come to mind. Their General of the army in WWII was absolutely ignorant and probably caused the war to last much longer than it should have.

It doesn't take long to be co-opted into the power structure in DC.
