Never saw that TV show but I saw somewhere.
They said the rear of the bolt is made to be pushed forward with the heel of the hand and then turn.
One way is safe and the other way is fire. Don't remember which.
Yes you could do it with the heel of your hand on many models. Some did not have the texture to them so you grasped the outside edge.

That action was never popular for sporting.
Some books written back in the 60's say its not worth the effort when compared to Mausers. As I recall the big complaint was the path of the bolt handle makes adding a scope a challenge, and after market triggers and other parts were not easy to find.

So not a popular action.
Bluing is not even or professional
Stock finish is nothing special.
Barrel marking is not professional.

Looks like a typical garage shop military to sporting conversion.
Probably a hobby job and not a lot of money put into it.

What's it worth -no more than 2 to 3 bills is my guess.
That's probably generous.
