What type of caterpillar/worm

Hey Y’all, found these buggers on Mom’s small lemon tree. Does anyone know what type it is? I assume probably not good to have them eating the leaves right?

Contact the OSU Extension Service agent in your area. And I have no idea how to find out who that is. My John Deere dealer mechanic told me.

I have what looks like small bag worms that normally hang off evergreens hanging off all 80 trees of various kinds in my yard this year. Never had that before. Really makes it difficult to mow. My understanding is that they eventually turn into butterflies. It is sure going to be a big flock of them if it happens.

Looks similar to a horned worm we get on tomatoes but uglier.
