The term "whistle blower" also has a definition. You aren't a whistle blower if you keep your opinion a secret until after you retire. You blow the whistle through official channels, and you do it in a timely manner.

Could it be that what he knew was going to end his career.. Maybe he wanted to make sure he and his family got retirement and benefits before he blew that whistle.
