Do all cars in Russia have dash cams?
It's very common; they do it as a defensive measure because people walk out in front of traffic all the time--and, based on the videos I've seen, they have a lot of drivers who don't even consider traffic laws to be suggestions...

It's cheap insurance with rampant public corruption and insurance fraud.

It's SOP for LEOs there to ask for a bribe on the side of the road in exchange for not falsely increasing the severity of the violation. As for insurance fraud, they'll not only walk out in front of moving cars, but they also will jump on the hood of a stopped car at an intersection, slide off, and claim an injury that resulted from being "hit" by the car.

A dashcam is something like $50, so it's relatively cheap insurance to be able to pull the footage to defend yourself. A side effect is that now we get video evidence of weird things in Russia, as well as probably the most well-documented meteor impact event in history.
