Why wont they allow 45 caliber Cap& ball Pistol for Muzzleloader (Primitive Firearms)

Think of all the newbies out there that would get a BP pistol for deer hunting..
I can see misfires or chain fires..then grass fires..
maybe some damaged hands or worse....then you have the issue Viking brings up
Not enough power and possibly many wounder deer..

But I can see the flip side ..if the gun owner is experienced in shooting these and knows all about shot placement. you could fill the freezer.

I have a single shot pirate pistol 10" barrel 45cal muzzleloader...Now that one packs in some powder.
90gr pyrodex and 200gr lee soft cast tumble lube 45acp bullet..and hold tight!!!
That load is not too fun:) ,,but will turn heads and make everyone cease fire..

Given the handgun regs, I imagine its because you can't get magnum velocities from a black powder pistol. It would be super interesting and quite a challenge though. Sounds like it would be really fun.
