Why wont they allow 45 caliber Cap& ball Pistol for Muzzleloader (Primitive Firearms)

you can easily get 1500+ fps of velocity out of muzzleloading BP pistols with the right load(not sure about revolvers though).

back in the 70's and 80's they were allowed as a secondary gun for finishing off a wounded animal only.

Used to carry my Ruger Old Army for this reason, but never got to use it. I either missed all together or didn't need a second shot. I didn't realize that cap and ball was not legal????? Doesn't and can't load from the breech. Anyone ask a GW?
