Oh I am sure her normal bill is mor than $14 a month. The minimum cust charge is $13 + taxes.

So, her rent is 40.00 a month and an electric bill runs less than 14.00 a month. That's a total of 54.00 an month for rent and electric.......... This pisses me off! When are we going to boot their A$$es off of Government aid?

The writing in that article was piss poor. How many times do they have to tell the reader the same thing by relocating words in a sentence and changing tense and conjugation so it's not totally incoherent.
