I can't comment towards the SBR because I don't know. I built mine with an 18" barrel. I was looking for accuracy and a little extra velocity. I got both, very happy with it.

So it sounds like it's a lot of reloading working a tax stamps for a 5.56. I don't mind going Frankenstein with rounds but I don't see it if it's not much better than 5.56I can reliably hit an 18x24 steel plate with an Eotech and a 10.2 barrel 300 blackout from 300 yards suppressed shooting 220 grain SMK's subsonic. With something that is going supersonic, its probably even easier. I have to agree that the 300 really shines in SBR form. I would not own one with a 16" barrel. There's just nothing it can do that I feel my 5.56's cannot.

.22LR is way less time consuming if you don't have ammo. I would go with .300 BLK right now and then get the .22 upper when .22 comes back.
The down side is I can't (legally) build or test it without the stamp.
Don't get me wrong I'd love to have a suppressed 300blk and move the can to my .308 but that's 2 stamps and couldn't (legally) build the upper.
