Ok, tested the relay. Key off ,ground directly to battery, rear terminal we have power. Key on ,again ground directly to battery, have power to other terminal. 62 degrees outside. Would not start.If it wont start I highly doubt ALL the glow plugs are your issue. Look on youtube for how to test the glow plug relay its a very simple process with a test light. Once you have done that we can go from there.
