Might be a clue here. The front pump is definitely newer. Lock rings and lines are shiny ish. The rear pump lock ring is rusty and the lines are discolored from age. Front not powering up but the rear is and not sending fuel.My dad's 90' did the same. Fuel pumps both powered up but wouldn't start. Replaced the fuel pump selector switch on the dash and that solved it.

To be fair, it is hard to get the load balanced right with that trailer behind a 1/2 ton truck. The trailer itself is rather heavy. It’s a Top Hat 18’+2’ with 5200# axles. I used to have a shop built 16’+2’ with 3500# axles and it was much better behind a 1/2 ton truck.Looks like you need to either back it on the trailer or at least back it up a few feet to get the load off the rear wheels of your truck.

This and if you don't have significant tongue weight the load can start to wag at speed.
