I remember the range master at CLEET in 1979 said "Today we'll practice hip shots from the 10 yard line." After completing that line of fire he scored all of our targets. He looked at my target, looked at me and just shook his head. Then he said "If there was actually a hip area on the target you'd have won some kinda prize.

I believe this was actually proposed in NYC several years ago. Something like LEO could not shoot to kill unless they first tried to disable the suspect by shooting in the leg or arm. IIRC the chief of police and FOP response was, it's hard to hit an individual under that kind of pressure, and you want us to try and hit a LIMB first??
