I feel that once you move to a large city where your very existance depends upon the government, whether it be local or federal, to provide water and utilities and transporation, merchants for your food, etc., then you've pretty well become a fan of a "nanny state."
When a power outage occurs in a city such as NYC, all eyes turn towards the news to see if the the people start looting and killing each other, whereas in the smaller citis and town, the news is just covering what's being done to repair the damage.
