I would say that legally you could wear them on your belt, but would it be legal for you to use them?

Yes Jeff you can legally carry handcuffs, I carry at pair on me everyday, you can legally use them on someone.

Every citizen has the right to make a citizen's arrest, I have used handcuffs as a civilian to detain someone that was running from the police.

I don't know Ok laws on carrying handcuffs, but I do know Floridas.
Its a felony for any person that is not a comissioned LEO to have cuffs or even a key on their person.
Reason I know this is, leaving the airport in Tampa a couple of years ago, the guy in front of me had a cuff key on his key ring. The TSA guy spotted it on the carry-on scan, and all kind of big guys with badges and guns started showing up. The Sgt asked about his comission, and they guy replied he was an "amature bounty hunter", and forgot to take the key off his ring when he came to Tampa. I was putting my shoes on slowly so I could hear more, and the cop told him he had two choices, keep the key and be arrested for a felony, or give it up. The guy gave up the key.

Nope. At the time when I used them as a civilian, I was in the early stages of the Police Academy, and I saw a Moore PD. officer perform a felony stop on a car in the parking lot of 7-11 on 12th and Eastern I could see 4 people in the car. I was filling up my car and the driver got out and started to run, the officer was by himself and had to stay with everyone else. So I took chase, I chased him for about a quarter mile before catching him, I gave him verbal orders to stop and he did not so I tackled him. I had custody and control training so I was able to get him into my cuffs and waited for Moore PD to come. they thanked me and took a report from me, changed cuffs to give me mine back and gave me a ride to my car, and thanked me again.
