If they have frozen all transfers of handguns, that would make the ones you own simultaneously invaluable and worthless wouldn't it?
When the registered owner passes away do they have to be turned into the government?
Will criminals that illegally own guns give them to the government since they can't register them as a criminal? Who will get them when they pass away?

How? They still go bang.
They are invaluable because you have some and cannot obtain any more at any price and because no one can offer to buy it from you at any price. On the other hand they have zero market value because you can't sell them to anyone for even a dollar.

If the king doesn't allow even inheritance transfers and have to be turned in once an owner dies, then there will be no more handguns in canuckland in 80 or so years. This is provided all good little surfs follow the decree.
