Just saw the story on the 10 PM news. They interviewed several council members who talked about how sad it is that state law allows guns to be in parks which are full of children. And how they are trying to change that. How Tulsa park regulations already say no guns, etc.

The key word I kept expecting to hear was "preemption." But it never got mentioned once. We have a preemption law right? A city can't pass a law making gun laws that are more restrictive than state law.... right?

Since Tulsa is a Charter City their authority can supersede state law in some instances on purely local issues, don't know if that applies here. Names. We need to know which Councilors are advocating this.

Just popped over to the KTUL website and it looks like Skip Steele(R-East Tulsa Barrios), GT Bynum(R-Midtown Moneybelt) and Jack Henderson (D-Northwest Tulsa slums) are opposed to allowing carry in parks.

Here's a link to the story:

Should Guns Be Allowed at Tulsa's Parks?

These murders mentioned during the man on the street interviews happened in Skip Steele's district:

"There was a girl last year that was actually shot at a park," said Sarah Sapp, remembering the murders of Ethan Nichols and Carissa Horton in September of 2011 while walking at Hicks Park. What if a law abiding, gun carrying citizen had been nearby at the same time?

"On the flip side there is that possibility, and it is nice to know that there are just regular day citizens that would be able to be there and to be able to protect just in case something like that were to go on," she said.

The flip side is that unless the CCW holder was in the immediate area it wouldn't make a difference. CCW holders are not LEO or John Rambo and parks are big. I can say I don't know a single CCW who is going to run toward the gun fire or engage the threat from a distance.

In some instances I do see a CCW holder "helping" like a diner, gas station, bank scenario. A city park isn't one of them.

The other thing working against the hopes of a CCW hero is OK's "you and yours" approach to CCW liability/authorization of use of force.

Just watched the Council committee meeting where this was discussed today, state law does supersede city law on this matter according to the city legal department. The following Councilors (Patrick, Lakin, Henderson, Bynum and Steele) seemed opposed to complying with state law and seemed resigned to just leave this illegal law on the books. They vowed to lobby state legislators to try to have the law changed.

Anybody live in Tulsa and wanna file a lawsuit to compel them repeal this law and comply with state law?

Lakin is up for re-election in June. Filing dates for this non-partisan(no primary) election are April 8,9, and 10. Any OSA'rs live in Tulsa City Council District 8? If so, ever consider running for city Council?

Here is the agenda item discussed and a link to the agenda and back-up materials for this item(#3 on the agenda):

Charter city or not, any gun law enacted by any city, municipality or county is preempted by state law and is null and void. I do not open carry in public, but in this case, I'd be willing to invite the councilors and the Tulsa Police Department to an open carry gathering in a City of Tulsa park and see how froggy they feel. I can assure you that Chuck Jordan would not jump on this. :(
