I worked for a municipality and was involved in writing city ordinances. The Emergency Clause is a method for an ordinance, or in this case a law, to become effective when it is approved as opposed to an effective date of weeks or months away. The intent is to provide the public with a greater degree of safety by the immediate effective date. For example, a law making a particular drug illegal.
