Yes, he seems to have sat down on the floor. Perhaps it's to win more of Tower Guy's trust, by making himself seem less threatening at a lower position.
it seems as if he could just grab him and they could move the bucket.but then he may jump out.
Maybe Bucket Guy is fixated by Tower Guy's toes.
Perhaps he intends to spit in the eye of the storm like Lt. Dan.
