Tell anyone who brings you a gun to be transferred in a private sale, that if the buyer does not pass the NICS check, you'll have to do a 4473 and NICS check to return the gun to the seller. That might discourage the seller's desire to do a background check on the buyer.

In addition, should the seller then fail his/her own background check, the FFL would be prohibited from "returning" the gun to the seller. Some interesting scenarios could come out of this rule change. Thanks again, Woody, for the clarification and the link you provided.

Agree. I'll never use this "service".

The goal here seems to be to create a few gotchas, some havoc, discouragement, and enough confusion to trip up dealers and cause them to lose their license with the goal of limiting trade in arms, and de facto registration, which will enable confiscation and subjugation. Sounds like a plot for a third class doomsday movie, doesn't it - but then the Obama administration is analogous to a third world dictatorship, isn't it!
