You don't need a precedent for a case of first impression. Everything was a first impression at some point.

Even with drugs if one person comes forward they drop charges against the other.

and if it does, has to be proved beyond a reasonable doubt, knowingly and willfully.

You think he will take such a risk and hurt his conviction rate THAT WILL cost your re-election.
