I've actually seen that happen. During bass tournaments If you're trying to retrieve a lure in some brush or a fish is on it, and wrapped up in some obstruction, the person catching it can lean over the boat and reach into the water to recover it. The rule is that you can't lose contact with the boat like swimming out away from the boat.
